What is the skin condition on East Indian skin that results in a black splotch?

I have seen this more frequently in men. As they age, their facial skin gets a ';black splotch';...it seems that it goes black inside the pores as well as on the surrounding skin in a particular area. I am looking for the name of this and how to treat it.What is the skin condition on East Indian skin that results in a black splotch?
